My sister decorated our tree this year so it's hideous lol

I love this photo. How do you do that effect? I'm new to photography & interested in new techniques especially this one.

if you have an slr just set it to manual focus and make sure you unfocus it as much as possible so that the lights are blurred. If you just have a point and shoot camera then hold the button half way down so that it focuses on your hand then without releasing that button move you hand then push the button the rest of the way to take the picture. It should be really out of focus that way XD hope that helps!
